Delhi Police Yet to File FIR in Vikaspuri Road Inspection Dispute
Bharatmorning.com – A confrontation during a road inspection in Delhi’s Vikaspuri has escalated into a political dispute, with police yet to register an FIR over allegations that Delhi minister Parvesh Verma slapped a man on Sunday.
The incident unfolded while Verma was inspecting road construction work in west Delhi. Video clips circulating online show a tense exchange between the minister, local residents and Aam Aadmi Party workers who questioned the quality of the newly laid surface.
A senior Delhi Police officer said on Monday that no first information report had been filed in connection with the alleged slap. The absence of an FIR has become a central point of criticism from the AAP, whose leaders staged a protest demanding action against Verma.
AAP Leaders Taken Away During Protest
AAP leaders Saurabh Bhardwaj, Jarnail Singh and Kuldeep Kumar led the demonstration in west Delhi. They were taken away by police during the protest.
Bhardwaj later said he, Raja Singh and Raja Singh’s son Saheb Singh had been held at Jafar Pur Kalan police station. In a post on X, he accused police of shielding the minister instead of registering a case.
“We are locked up in Jafar Pur Kalan police station with Raja Singh and his son Saheb Singh. Instead of registering an FIR against Pravesh Verma, the police is providing him protection,” Bharadwaj said.
The protest reflects a widening political clash over both the alleged physical altercation and the condition of the road being inspected. The competing claims have placed the police response, public works procedures and political conduct under scrutiny.
Video Shows Dispute Over Road Quality
Verma became embroiled in the controversy after he allegedly struck a man later identified as AAP worker Saheb Singh. The man had been recording the minister’s visit while others at the location questioned the quality of construction work.
One video also shows AAP legislator Jarnail Singh removing pieces of the fresh road surface by hand and displaying them to Verma. The footage drew attention to allegations that the newly completed work was substandard.
In another clip, Verma appears to push down the hands of a person filming him before seeming to slap him. Others present then step in and pull the two apart.
The images have driven the political reaction because they combine two separate issues: the allegation of physical aggression and the broader disagreement over whether the road was properly constructed. For residents, road inspections are especially significant because the quality of fresh surfacing can affect safety, maintenance needs and how quickly public infrastructure deteriorates.
Verma Cites Alleged Abuse of His Family
Verma defended his conduct in a video posted on X, saying AAP workers had used abusive language against members of his family. He said his response came during a heated moment.
“When one of his (MLA Jarnail Singh) workers started hurling abuses at my family, I reacted just as anyone would in the heat of the moment,” Verma said.
The minister also accused Jarnail Singh of damaging the road because he was not receiving any “commission” from Public Works Department personnel at the site.
Jarnail Singh rejected that allegation. He maintained that the government was making accusations against him because he had exposed problems with the road work.
The opposing accounts mean that the controversy is not limited to the video itself. It also involves allegations about the conduct of elected representatives, workers at the inspection site and the circumstances surrounding the road’s condition.
Complaints Submitted by PWD Engineers and Contractor
Police said PWD engineers and the contractor submitted two complaints concerning Jarnail Singh’s actions. The complaints allege that he tried to forcibly halt work on September 24 and “illegally demanded money”.
Submitted to police on Sunday, the complaints further allege that Singh and his associates damaged the newly laid road. They seek an FIR for obstructing public work and criminal intimidation.
The complaints introduce a separate potential police process involving the road work. Any decision to register cases would require authorities to assess the allegations in the complaints alongside the claims arising from Sunday’s confrontation.
Congress and BJP Respond to the Row
Congress president Mallikarjun Kharge joined the debate on Monday morning, linking the episode to wider concerns over the use of power and treatment of citizens. In a Hindi post on X, he said public humiliation becomes habitual when political arrogance reaches an extreme.
“Delhi’s ministers are slapping youth. Under Amit Shah’s watch, youth were baton-charged at Jantar Mantar. Before that, a minister’s son ran over farmers with his car. A central minister said, ‘goli maro’,” Kharge said.
The Delhi BJP called the Vikaspuri episode “unfortunate” and said Verma had himself described his action as wrong. At the same time, BJP spokesperson Praveen Shankar Kapoor questioned Jarnail Singh’s role, saying the AAP legislator arrived with supporters despite having advance information about the inspection.
As the political arguments continue, the immediate unresolved question is whether police will open an FIR over the alleged slap. The matter has also renewed attention on the need for public infrastructure inspections to be conducted transparently, safely and without confrontations that overshadow the concerns residents expect officials to address.
