“Their heads are cut off before they even have a chance,” said Brian McNoldy, a hurricane expert at the University of Miami.

Dry air has added another challenge. Tropical systems rely on humid air and persistent thunderstorms to intensify. When dry air enters a developing storm, it weakens thunderstorms and interrupts the circulation needed for growth. African dust, fewer weather disturbances and high pressure over the Atlantic have also limited opportunities for storm formation.

Warm water cannot overcome unfavorable air conditions

The lack of hurricanes is notable because ocean temperatures have been exceptionally warm. The world’s oceans had recorded 100 days of record warmth, conditions that would normally provide ample heat and moisture for developing storms.

But warm water alone cannot guarantee an active season. Massachusetts Institute of Technology meteorology professor Kerry Emanuel said the temperature difference between the ocean and the atmosphere above it is especially important. Hurricanes draw energy from heat moving from the sea into the air; when the atmosphere also warms, that energy contrast can be reduced.
