The department has also moved the matter into the criminal justice process. FIRs have been registered against the students and members of their families at Clement Town and Raipur police stations in Dehradun.
Sayana said the cases invoke provisions of the Bharatiya Nyaya Sanhita, including Sections 318(4), 338 and 340. These provisions relate to allegations involving cheating and the forgery of documents. The registrations underline that cancelling an admission is only one part of the action being taken where a candidate is suspected of relying on false credentials.
“In the serious case, FIRs have also been registered against the accused students and their family members at Clement Town and Raipur police stations in Dehradun under various sections of the Bharatiya Nyaya Sanhita (BNS), including Sections 318(4), 338 and 340, pertaining to cheating and forgery of documents,” Sayana said.
The case highlights the importance of document verification in competitive medical admissions. A NEET score and counselling allotment can determine eligibility and seat allocation, but category, domicile and other supporting records remain central to whether a candidate can retain an allotted seat. Where such papers are found invalid, an allotment may be withdrawn even after it has been issued.

The second counselling round is underway, while classes for the new session have not yet started. Physical scrutiny of documents takes place at the college admission stage, providing an additional check beyond the online counselling process.

The department is planning a broader verification measure for candidates who benefit from Uttarakhand NEET counselling. Under the proposed approach, certificates submitted for domicile or other categories will be physically sent to their issuing authorities for confirmation. This would create a direct verification trail between the institution receiving the document and the office that originally issued it.
“Going forward, certificates submitted by candidates who have benefited from Uttarakhand’s NEET counselling, whether based on domicile or any other category, will be physically sent to the issuing authorities for verification,” Ashutosh Sayana said.
The strengthened process is intended to protect the integrity of counselling and ensure that seats go to candidates who genuinely qualify under the categories they claim. As counselling continues, the case is also a reminder that online transparency does not remove the need for careful offline validation of supporting records.
With the academic session yet to start, the department has an opportunity to address the cancelled admissions within the ongoing counselling framework.
