Using a planning assumption of about four kilograms of plutonium for each warhead, that volume could theoretically support between 140 and 225 weapons. The FAS assessment places the number that may actually have been assembled at up to 190.

Such calculations carry important qualifications. The quantity of fissile material does not offer a definitive count of completed weapons, because requirements can vary with warhead design and production choices. Not all available plutonium would necessarily be converted into warheads; some may be retained as reserve material.

India’s 1998 Pokhran-II tests reliably demonstrated a fission weapon design. However, the extent of progress involving boosted-fission and thermonuclear designs remains uncertain in public assessments. Those technical questions affect estimates of how efficiently weapons-grade plutonium could be used, making any headline figure an informed approximation rather than a confirmed official inventory.

No-first-use remains the stated policy

India adopted its no-first-use doctrine following the Pokhran-II tests in 1998 and continues to describe that position as central to its nuclear posture. The policy frames nuclear weapons as instruments of deterrence rather than weapons intended for first use in a conflict.

“India is committed to maintaining credible minimum deterrence and a posture of ‘no first use’ of nuclear weapons.”

The government recently repeated that formulation before Parliament. “Credible minimum deterrence” reflects the idea that a nuclear force should be sufficient to deter an attack while avoiding an open-ended buildup. In practice, determining what constitutes a minimum force can change as military technology, regional security conditions and adversaries’ capabilities evolve.

India’s continuing work on air, land and sea delivery options reflects the importance placed on survivability and reliability within a deterrent force. Aircraft, mobile or land-based missile systems and sea-based platforms can each offer different operational characteristics. Maintaining a mix of these systems can reduce dependence on any single method of delivery.
