For Delhi, the issue carries particular urgency. The city lies in Seismic Zone 4, a category associated with high earthquake risk. At the same time, official estimates indicate that more than 60% of Delhi’s population lives in unauthorised or illegal areas, where many buildings may not have followed prescribed construction and safety standards.
Experts say inspections of older structures remain necessary, but they cannot replace checks during construction. Once flaws in foundations, reinforcement or concrete become part of a completed building, correcting them can be difficult, expensive and sometimes impossible without major intervention.
Soil testing is the first safeguard
The ground beneath a building determines the kind of foundation it needs. Sanjay Pant, former deputy director general of the Bureau of Indian Standards and a member of the committee that revised the National Building Code, said soil investigation is essential for understanding how much weight a site can safely support.
“There are different kinds of foundations for different kinds of soil. A soil investigation is used to establish the load-bearing capacity of the site and determine the size and type of foundation required,” Pant said.
Such investigations can involve borewells and other assessments that help establish construction and design specifications. The requirements vary with the size of a project, the site’s terrain and local ground conditions.
Divya Kush, former president of the Indian Institute of Architects, said challenging conditions do not automatically prevent safe construction when the investigation and engineering are done properly.
“A multi-storey building is possible in a desert or even in the middle of the sea as long as proper soil investigation is done,” she said.
Delhi’s varied ground conditions make this especially relevant. Soil testing should guide foundation decisions before work begins, rather than being treated as paperwork that is sought only after construction has progressed.
Structural design cannot be treated as a cost-cutting exercise
The second critical element is structural design. A qualified and experienced structural engineer must determine how a building will transfer loads to the ground, the number of floors it can safely carry and the construction method required for the design.
Experts have raised concern that some projects rely on local contractors for this work in an attempt to reduce costs. That approach can leave important calculations and safety margins inadequately addressed. Structural drawings are not merely formal approvals; they determine the building’s load path, foundation requirements, columns, beams, slabs and reinforcement needs.
In a dense city such as Delhi, where buildings are frequently constructed close to one another and may be altered over time, an unsuitable design can create risks that are not immediately visible. The concern is not limited to new high-rise projects. Smaller residential and rental buildings also require designs suited to their intended height, use and site conditions.
Materials and workmanship determine whether plans become safe buildings
The third major safeguard lies in construction materials and execution. The National Building Code sets standards for mortar and other components, but professionals say corners may be cut through insufficient cement or steel, unsuitable sand, weak concrete or improper aggregate.
“Cement and reinforced steel bars are particularly important to structural safety and require mandatory ISI marking. Inferior sand and oversized aggregate all contribute to weakening of the structure,” Pant said.
The code specifies aggregate no larger than 20mm and calls for M25-grade concrete. Experts say some contractors use concrete as weak as M15, a choice that can significantly reduce the strength expected from a structure.
Material quality is closely linked to workmanship. Even a sound design can be compromised if reinforcement is not placed correctly, concrete is mixed poorly or foundations are executed without the required care. This is why construction-stage checks need to cover soil conditions, foundation work, structural drawings, reinforcement and concrete quality instead of focusing only on the finished exterior.
Audits remain important, but prevention is more effective
The Delhi government has repeatedly said in recent months that it intends to introduce a structural audit policy. The Delhi high court has also issued directions concerning such audits, followed by a public notice requiring immediate checks of structures built before 2001 as well as assembly and institutional buildings.
Compliance has remained limited. The scale of the task is substantial: the Municipal Corporation of Delhi has only 249 empanelled structural engineers for a city with roughly 3.25 million residential buildings.
That shortage underlines why the focus cannot rest solely on identifying danger after buildings are already occupied. Audits can help detect weaknesses in existing structures, particularly older buildings or those that have been modified. But stronger compliance during construction offers a chance to prevent deficiencies from becoming built into the city’s housing stock.
The Satya Niketan tragedy has therefore sharpened a wider question for Delhi: whether safety oversight begins early enough to protect residents before a building becomes a home, hostel, paying-guest accommodation or workplace. Soil testing, competent structural design, sound materials and careful workmanship may be less visible than a completed façade, but they are the elements that ultimately determine whether a structure can endure.
