That finding does not end the need for caution while the case is reviewed, but it indicates that officials have not identified evidence of infection among those quarantined. The distinction is significant: an individual suspected case and a confirmed, spreading outbreak are not the same thing.

The latest health notice accompanies, rather than replaces, the existing Level 4 Russia advisory. The State Department most recently reaffirmed the warning in December 2025, saying at the time that neither the advisory level nor its risk indicators had changed.
For US citizens, the message remains consistent: Russia is not recommended as a travel destination, and Americans already in the country are urged to consider departing. The department has repeatedly emphasized that consular support can be severely limited, especially beyond the capital.
